I venture to express the hope that as long as there exists any prospect of a successful offer of Anglo-American good offices, steps may be taken at Hong Kong to delay export of aircraft by some pretext or another. Even a few days gained would be a help. It is perhaps not realized what a great advantage it is for me to be able to say when combatting almost universal misconception here as to the extent of British assistance to China that the only munitions which have passed through Hong Kong were of British origin. I cannot of course use this argument with the same effect if I have to add exception of aircraft now in Hong Kong the export of which when known will revive anti-British feeling.
